Proposition 47 Grant Program: Safe Neighborhoods and Schools Act Cohort 5

Information

Purpose:

Prop 47 grants support mental health services, substance use disorder treatment, and diversion programs for people in the criminal justice system.

Description:

Proposition 47 (Appendix A) was a voter-approved initiative on the November 2014 general election ballot. As stated in the ballot measure: “The people enact the Safe Neighborhoods and Schools Act to ensure that prison
spending is focused on violent and serious offenses, to maximize alternatives for nonserious, nonviolent crime, and to invest the savings generated from this act into prevention and support programs in K–12 schools, victim services, and mental health and drug treatment.”

The BSCC staff cannot provide guidance or assist the applicant or its partners with the actual preparation of the proposal, but will respond to technical questions concerning the RFP, the submission process, programmatic requirements, etc. Technical questions must be submitted by email to: Prop47Cohort5@bscc.ca.gov.

Eligibility

Eligible Applicants:

Public Agency:
Eligible applicants are public agencies located in the State of California. Public Agencies currently receiving a Cohort 4 Prop 47 grant are not eligible to apply for Cohort 5 funding unless they propose to implement a new treatment program as described by Health and Safety Code section 11395, subdivision (d)(2) (i.e., Proposition 36 treatment program).

Matching Funding Requirement:
Matched funding is not required. However, Assembly Bill 1056 (2015) calls for the BSCC to prioritize Prop 47 funding to public agency applicants that demonstrate how they plan to leverage other federal, state, and local funds or other social investments.
