California State Parks Division of Boating and Waterways – Quagga and Zebra Mussel

Information

The Department of Parks and Recreation, Division of Boating and Waterways (DBW) is accepting applications for the Quagga and Zebra Mussel (dreissenid mussel) Infestation Prevention Grant Program.

This grant program assists cities, counties, districts, marinas and other governmental agencies, in the prevention, through education, monitoring and management of recreational activities in reservoirs from the infestation of the quagga and zebra mussel. Defined under California Water Code, Division 3, Part 1, Chapter 1, Section 6004.5, a “reservoir” is referred to as “any reservoir which contains or will contain the water impounded by a dam”.

Tier 1 – Planning/Assessment Projects

The development of or improvement to an existing Prevention Plan for the reservoir(s) that assesses and identifies risk of a quagga and zebra mussel introduction per Harbors and Navigation Code, Section 675 et. Seq, Fish and Game Code Section 2302 and California Code of Regulations, Title 14, Section 672.1(b).

Tier 2 – Implementation Projects

Must implement activities that are identified in an existing California Department of Fish and Wildlife accepted Prevention Plan to protect the reservoir against quagga and zebra mussel introduction. These activities may consist of, but not limited to: watercraft inspection stations and inspectors, launch monitors, watercraft decontamination processes and decontamination equipment, educational signage and outreach, banding programs, mussel monitoring, installation of mechanical ramp arms, etc.

Eligibility

Eligibility is based on the following requirements:
The applicant must own or manage a reservoir.
The water body must be open to the general public for recreational opportunities.
The water body must NOT be infested with either quagga or zebra mussel.

Eligible applicants include, but not limited to; cities, counties, districts, marinas, and other governmental agencies and authorities, including nonprofit organizations (501)(c)(3), and state recognized Indian Tribes.

Ineligible applicants include; federally recognized Indian Tribes, and private organizations that own a reservoir which is NOT open to the public and/or infested with dreissenid mussel.
